In school we have a report card.
Do you know that when you use a credit card or taking a loan, you too will have a report card.
This report is reporting your credit health i.e whether you are a good paymaster, loan defaulters, blacklist by bank etc,. It is called Central Credit Reference Information System(CCRIS)’s report.
It’s also known as credit report.
CCRIS is a collection of database system which contain credit information on over 9 million borrowers in Malaysia. It contains up-to-date and accurate credit information on their prospective borrowers.
CCRIS automatically processes the credit data collected from the financial institutions and synthesises the information into credit reports, which can be made available to the financial institutions upon request.
With the help of the credit report, it will assist the financial institutions to make faster and informed decisions on credit applications.
It’s mainly use to help the financial institutions which are regulated by Bank Negara Malaysia (BNM), to make assessment on the credit facility(either for business or personal purposes) application.
Beside CCRIS, there is a privately run database that maintain information on legal proceedings against individuals and business entities in Malaysia, which is called CTOS (Credit Tip-Off System).
You get your own CCRIS credit report at Bank Negara Malaysia.

Who Could Request for the Credit Report?
1) Financial institutions upon any credit facility application;
2) Any individual for his own credit report; and
3) Any company for its own credit report.
*** Application for credit report for individual and company could only be made once in 3 months from the last date of request.
Therefore, it’s important to keep the printed report!
What Is The Information Available at the Credit Report?
The Credit Report incorporates the following credit information of a borrower:
Outstanding Credit (s)
All outstanding credit facility obtained by the borrower, either under –
(a) his own name;
(b) a joint name with another person;
(c) a name of a sole proprietorship; or
(d) a partnership or a professional body.
Such outstanding credit facility would exclude any accounts which have been fully settled.
Special Attention Account (s)
All outstanding credit facility under close supervision by financial institutions.
Application(s) for Credit
All applications approved in the previous 12 months for the borrower, either under –
(a) his own name;
(b) a joint name with another person;
(c) a name of a sole proprietorship; or
(d) a partnership or a professional body.
The applications would not include any application that have been rejected, deleted or cancelled.
In summary, it contain data such as name, identification number and address, as well as relevant data on the credit facilities given to the borrower, such as the type of credit facility (eg. credit cards, overdrafts, trade facilities, hire purchase and housing loans), conduct of facility and credit limit.
What Are the Financial Institutions under CCRIS?
It cover all licensed commercial banks, Islamic banks, finance companies, investment banks and several other financial institutions under the purview of BNM.
Therefore, Loan from Loan Shark(Ah Long) are not recorded at CCRIS.

This is one of the sources of information used by financial institutions to help them establish a view of the credit histories of potential or current borrowers. It is not a blacklist system as perceived by some people.

The information provided by the Credit Bureau is only a part of the entire lending decision process in each individual financial institution and could be viewed differently by them.

The credit reports only provide factual information as reported to the Credit Bureau. Bank Negara Malaysia does not provide any opinion about the creditworthiness of a person. Financial institutions make their own decisions, using all the information they have available to them, including credit reports furnished by the Credit Bureau, information provided by the customer himself in credit application documents and other supporting documents.

The adverse credit record could be due to an outstanding debt which you have with the financial institution which you either did not repay or did not repay on time. You should discuss the matter with the financial institution concerned and work out a repayment scheme with the financial institution. Once your account has been regularized, your credit record will reflect the improved position.

No. Bank Negara Malaysia does not blacklist anyone as it does not express any opinion about the information in the credit report. Information on rejected credit applications is not provided in credit reports in order to ensure that a financial institution will not be prejudiced by the decision of another financial institution.
In processing loan application, the financial institution will perform a credit assessment on the borrower. This may involve background checks from various sources, among others, are the information supplied by credit reference agencies such as CTOS Sdn Bhd (CTOS), Financial Information Services Sdn Bhd (FIS), RAM Credit Information Sdn Bhd (RAM). The information provided by the credit reference agencies will help financial institutions in their evaluation process. The financial institutions need to use all available data to help them make good decisions and be prudent in their loans and advances.

Once you are no longer an owner / partner of your business, you have to update your ownership status with the Companies Commission of Malaysia (Suruhanjaya Syarikat Malaysia). If in the agreement of transferred ownership or agreement made with the other partners upon pulling out from the business states that you are no longer liable for the loan, you should approach the financial institutions where the business has borrowings to update the record in order to release yourself from the liabilities. If you have stood guarantee for the loan and no agreement has been made to transfer the liabilities, you will remain liable for the loan.

As foreign passport number is not unique, the ID number assigned to a Malaysian may coincide with your passport number. This does not necessarily mean that it involves fraud. For this situation, please inform the processing officer of the bank (that you are applying for the credit card) to call Bank Negara Malaysia to resolve the matter, or you may provide us with the details of the officer in order for us to follow up with him further.
